Jennie M. Merrill
Jennie M. Merrill's practice is focused on representing municipal interests in construction contracting, public works construction, public procurement, municipal real estate transactions, energy management contracts with a particular focus on photovoltaic facilities, cell tower leases and small cell wireless attachment agreements. She also represents municipalities and private clients in wetlands protection permitting and appeals, and advises our municipal clients with their administration of the Community Preservation Act.
Jennie received her law degree from Northeastern University School of Law and graduated magna cum laude from the University of Massachusetts at Lowell. She began her legal career as a law clerk for the Honorable James McHugh of the Massachusetts Appeals Court.
In 2019 Jennie was elected to the Topsfield Planning Board. She previously served as a member of the Topsfield Conservation Commission for six years and on the Boston Bar Association’s Steering Committee for the Administration of Justice Section. Jennie was a contributing author of a Chapter entitled “Municipal Real Estate Transactions” in MCLE’s Massachusetts Municipal Law (2nd edition 2015, Supplement 2022).
Jennie is an avid nature and animal lover and spends a great deal of time outdoors exploring the woods with her three young sons and at home snuggled with her cat. In her free time, Jennie volunteers as the Scoutmaster of the Topsfield BSA Troop 81G.
