LFO 2022-1: Exemption Eligibility for Electric Generating Systems When Situated on Property Owned by a Governmental Entity


The DOR Division of Local Services has issued its Local Finance Opinion regarding how to tax electric generating systems operating on land owned and leased by a municipality. If your community is wondering when such systems are exempt from taxation and whether it is appropriate to execute a PILOT with system providers, LFO 2022-1 may answer your questions.


Looking for something to spend ARPA money on? How about COVID-19 antigen tests for your constituents?


The Operational Services Division offers guidance on several options available to municipalities to purchase COVID-19 at-home rapid antigen test kits. ARPA money may be used and the purchased kits can be delivered by the municipalities to its residents free of charge.


Round 2 Funding of the PFAS6 Interim Response Grant Program is available.

Applications are now being accepted for grants to help offset the cost of emergency response to discovery of PFAS in community and NTNC Public Water Supplies. The deadline to apply is February 1, 2022 and the contracts end on June 30, 2022. Information on how to apply for this and other grants for water resources may be found here.
