The Department of Revenue, Division of Local Services has issued three new Informational Guideline Releases:


1. Updated Guidance for Supplemental Assessment or Abatement Pursuant to G.L. c. 59, § 2D

DOR’s Division of Local Services has issued IGR 2021-12 providing the latest summary of the law regarding the operation of G.L. c.44, § 2D. This statute will apply to real property assessments unless the selectmen reject its application and inform the Department of Revenue.


2. Extraterritorial Sewer Liens and Duration of Municipal Water, Sewer and Electric Light Liens

IGR 2021-13 summarizes the authority for a municipality to lien property for unpaid water, sewer, and electric light charges when the property is located in another municipality.


3. Demolition Charges and Liens

IGR 2021-14 outlines the procedure to collect expenses incurred in the removal or abatement of public health or safety nuisances and hazards.


Deadline to Opt Out of SRMCB Mosquito Spraying is Extended

Last month’s newsletter reported on the updated process for municipalities to opt out of mosquito spraying by the State Reclamation and Mosquito Control Board. At that time, the deadline for opting out was May 15th. The Executive Office of Energy and Environmental Affairs has now extended the deadline to May 28th.
